What is the difference between getting you hair thinned out and getting it layered? - difference between getting cpht and liscene for pharmacy technician

I thought to be refined, but someone said I should do it in layers. I wonder what is the idfference between the two, and if it make any difference what any of them?

Thinning hair is thinner, if it with scissors ALLOVER only take small pieces closed. This gives the hair look thinner, but will be shorter in some places.
